12 സംസ്ഥാനങ്ങളിലേയും കേന്ദ്ര ഭരണ പ്രദേശങ്ങളിലേയും 88 പാർലമെന്റ് മണ്ഡലങ്ങളിൽ 2024 ഏപ്രിൽ 26ന് രണ്ടാം ഘട്ടത്തിൽ വോട്ടെടുപ്പ് നടക്കും. 89 പൊതു നിരീക്ഷകർ, 53 പൊലീസ് നിരീക്ഷകർ, 109 ചെലവ് നിരീക്ഷകർ എന്നിവരെ വിന്യസിച്ചിട്ടുണ്ട്.
നാമനിർദ്ദേശപ്പത്രിക സമർപ്പണത്തിന്റെ അവസാന തീയതിക്ക് മുമ്പ്, അതായത് 2024 ഏപ്രിൽ 3-ന് മുമ്പ് എല്ലാവരും മണ്ഡലങ്ങളിൽ റിപ്പോർട്ട് ചെയ്തിട്ടുണ്ട്. മുഖ്യ തിരഞ്ഞെടുപ്പ് കമ്മീഷണർ രാജീവ് കുമാർ, തിരഞ്ഞെടുപ്പ് കമ്മീഷണർമാരായ ഗ്യാനേഷ് കുമാർ, സുഖ്ബീർ സിംഗ് സന്ധു എന്നിവർ രണ്ടാംഘട്ട വോട്ടെടുപ്പിനോടനുബന്ധിച്ച് വോട്ടർമാർക്ക് എല്ലാ സൗകര്യങ്ങളും, പ്രത്യേകിച്ച് ചൂടിനെ പ്രതിരോധിക്കാനുള്ള സൗകര്യങ്ങൾ, പോളിംഗ് സ്റ്റേഷനുകളിൽ ഉണ്ടെന്ന് ഉറപ്പാക്കണം എന്ന് ആവശ്യപ്പെട്ടു.
വോട്ടർമാരെ സ്വാധീനിക്കുന്ന പ്രവർത്തനങ്ങൾ ഒന്നും നടക്കുന്നില്ലെന്നും സേനയെ മികച്ച രീതിയിൽ വിനിയോഗിക്കുന്നുവെന്നും ക്രമസമാധാനം പുലരുന്നുണ്ടെന്നും കർശനമായി ഉറപ്പാക്കണമെന്ന് തിരഞ്ഞെടുപ്പ് കമ്മീഷൻ എല്ലാ നിരീക്ഷകരോടും ആവശ്യപ്പെട്ടു.
കേന്ദ്ര നിരീക്ഷകർക്ക് നൽകിയ നിർദ്ദേശങ്ങൾ:
I. എല്ലാ മണ്ഡലങ്ങളിലും വോട്ടെടുപ്പിന് വളരെ നേരത്തെ തന്നെ തയ്യാറെടുപ്പ് നടത്തണം. എല്ലാ പങ്കാളികൾക്കും അതായത് സ്ഥാനാർത്ഥികൾക്കും രാഷ്ട്രീയ പാർട്ടികൾക്കും സമ്പൂർണ്ണ സമത്വം ഉറപ്പാക്കണം.
II. തിരഞ്ഞെടുപ്പ് പ്രക്രിയയിൽ പൂർണ സമയവും അവർക്ക് അനുവദിച്ചിരിക്കുന്ന പാർലമെന്റ് മണ്ഡലത്തിനുള്ളിൽ നേരിട്ട് ഉണ്ടായിരിക്കുക.
III. സ്ഥാനാർത്ഥികൾക്കും രാഷ്ട്രീയ പാർട്ടികൾക്കും ഈ ഉദ്യോഗസ്ഥരുടെ മൊബൈൽ/ലാൻഡ്‌ലൈൻ/ഇ മെയിൽ/താമസസ്ഥലം എന്നിവയെ സംബന്ധിച്ച അറിയിപ്പുകൾ നൽകുക. അതിലൂടെ ഫോൺ നമ്പറുകളിൽ/വിലാസങ്ങളിൽ പൊതുജനങ്ങൾക്ക് / സ്ഥാനാർത്ഥികൾക്കും രാഷ്ട്രീയ പാർട്ടികൾക്കും ദിവസേന അവരുടെ സേവനം ലഭ്യമാകും.
IV. ഉദ്യോഗസ്ഥരുടെ സാന്നിധ്യത്തിൽ സേനയെ വിന്യസിക്കുക
V. കേന്ദ്ര സേന/സംസ്ഥാന പോലീസ് സേനകളെ വിവേകപൂർവ്വം ഉപയോഗിക്കുകയും അവരുടെ വിന്യാസം ഒരു രാഷ്ട്രീയ പാർട്ടിക്കും/ സ്ഥാനാർത്ഥിയ്‌ക്കും അനുകൂലമല്ലെന്നും നിഷ്പക്ഷത പാലിക്കുന്നുണ്ട് എന്ന് ഉറപ്പാക്കുകയും ചെയ്യുക.
VI. അവരുടെ സാന്നിധ്യത്തിൽ മാത്രം EVM/VVPAT-കളുടെയും പോളിംഗ് ഉദ്യോഗസ്ഥരുടെയും വിന്യാസം
VII. 85 വയസ്സിനു മുകളിലുള്ളവർക്കും ഭിന്നശേഷിയുള്ളവർക്കും സുഗമമായി വീടുകളിൽ തന്നെ വോട്ട് ചെയ്യുന്നതിനുള്ള നടപടികളും തിരഞ്ഞെടുപ്പ് ഡ്യൂട്ടിയിലുള്ള വ്യക്തികൾക്കും അവശ്യ ഡ്യൂട്ടിയിലുള്ളവർക്കും സർവീസ് വോട്ടർമാർക്കും തപാൽ ബാലറ്റും ഉറപ്പാക്കുക.
VII. രാഷ്ട്രീയ പാർട്ടികൾക്കും മത്സരിക്കുന്ന സ്ഥാനാർത്ഥികൾക്കും വോട്ടർ പട്ടിക വിതരണം ചെയ്യുന്നതായി ഉറപ്പാക്കുക.
IX. ജില്ലാ ഭരണകൂടം വൾനറബിലിറ്റി മാപ്പിംഗ് ന്യായമായ രീതിയിൽ നടത്തിയിട്ടുണ്ടെന്നും അതനുസരിച്ച് ഗതാഗത സംവിധാനവും ആശയവിനിമയ പദ്ധതിയും തയ്യാറാക്കിയിട്ടുണ്ടെണ്ടെന്നും ഉറപ്പാക്കുക

XI. എല്ലാ സ്ഥാനാർത്ഥികൾക്കും അവരുടെ പ്രതിനിധികൾക്കും മുന്നിൽ EVM/VVPAT കമ്മീഷൻ ചെയ്യുക.
XII. EVM സ്ട്രോങ് റൂമുകളിൽ ശക്തമായ സുരക്ഷാ ക്രമീകരണങ്ങൾ ഉറപ്പാക്കുകയും എല്ലാ സ്ഥാനാർഥികളുടെയും അംഗീകൃത ഏജന്റുമാരുടെ സാന്നിധ്യം ഉറപ്പാക്കുകയും ചെയ്യുക.
XIII. എല്ലാ പരാതി പരിഹാര സംവിധാനങ്ങളും പ്രവർത്തനക്ഷമമാണെന്ന് ഉറപ്പാക്കുക .
XIV. കൃത്യസമയത്ത് തിരുത്തൽ നടപടികൾ കൈക്കൊള്ളാൻ അധികാരമുള്ള ഒരു ഉദ്യോഗസ്ഥന്റെ മൊത്തത്തിലുള്ള ചുമതലയിൽ ജില്ലകളിൽ സംയോജിത കൺട്രോൾ റൂമുകൾ സ്ഥാപിച്ചിട്ടുണ്ടെന്നു ഉറപ്പുവരുത്തുക
XV. വോട്ടർ വിവര സ്ലിപ്പുകളുടെ 100% വിതരണവും വോട്ടെടുപ്പ് ദിവസത്തിന് മുൻപ് തന്നെ പൂർത്തിയാക്കുക.
XVI. സി-വിജിൽ, വോട്ടർ ഹെൽപ്പ്‌ലൈൻ ആപ്പ്, സക്ഷം ആപ്പ്, എൻകോർ, സുവിധ ആപ്പ് തുടങ്ങിയ എല്ലാ ഐടി ആപ്ലിക്കേഷനുകളും തിരഞ്ഞെടുപ്പ് ഉദ്യോഗസ്ഥർ ഉപയോഗിക്കുന്നു എന്നും ഈ ആപ്പുകൾ ഉപയോഗിക്കുന്നതിന് അവർക്ക് ശരിയായ പരിശീലനം ലഭിച്ചിട്ടുണ്ട് എന്നും ഉറപ്പുവരുത്തുക.
XVII. വോട്ടെണ്ണൽ ഉദ്യോഗസ്ഥർ, മൈക്രോ ഒബ്സർവർ തുടങ്ങി എല്ലാ പോളിംഗ് ഉദ്യോഗസ്ഥർക്കുമുള്ള പരിശീലനം കൃത്യമായ രീതിയിൽ ക്രമീകരിച്ചിരിക്കുന്നു/സംഘടിപ്പിച്ചിട്ടുണ്ട് എന്ന് ഉറപ്പുവരുത്തുക.
XVIII. നിയോജക മണ്ഡലത്തിലെ പോളിംഗ് സ്റ്റേഷനുകൾ സന്ദർശിക്കുകയും എല്ലാ പോളിംഗ് സ്റ്റേഷനുകളിലും ഏറ്റവും അവശ്യം വേണ്ട അടിസ്ഥാന സൗകര്യങ്ങൾ ഉണ്ടെന്ന് ഉറപ്പുവരുത്തുകയും ചെയ്യുക.
XIX. വോട്ടർമാരുടെ സൗകര്യാർത്ഥം എല്ലാ പോളിംഗ് സ്റ്റേഷനുകളിലും വോട്ടർ സഹായബൂത്ത് സ്ഥാപിക്കൽ, ഭിന്നശേഷിക്കാർ, ശാരീരിക വൈകല്യമുള്ളവർ, സ്ത്രീകൾ, വയോധികർ, കുഷ്ഠരോഗ ബാധിതരായ വോട്ടർമാർ എന്നിവർക്ക് പ്രത്യേക സൗകര്യം തുടങ്ങിയവ.
XX. കുടിവെള്ളം, വരിയിൽ നിൽക്കുന്ന വോട്ടർമാർക്കുള്ള ഷെഡുകൾ/പന്തലുകൾ, പോളിംഗ് സമയത്ത് പോളിംഗ് സ്റ്റേഷനുകൾക്ക് പുറത്ത് ശരിയായ ഇരിപ്പിടങ്ങൾ തുടങ്ങിയ സൗകര്യങ്ങൾ.
XXI. ഫ്ലയിംഗ് സ്ക്വാഡുകൾ, സ്റ്റാറ്റിസ്റ്റിക്സ് നിരീക്ഷണ സംഘങ്ങൾ, വീഡിയോ നിരീക്ഷണ സംഘങ്ങൾ, അതിർത്തി ചെക്ക് പോസ്റ്റുകൾ, മുതലായവയിലെ ഉദ്യോഗസ്ഥർ എന്നിവർ അവരുടെ ജോലികൾ പൂർണ സമയവും ചെയ്യുന്നുവെന്നും പണം, മദ്യം, സൗജന്യ വസ്തുക്കൾ, ലഹരിവസ്തുക്കൾ എന്നിവയുടെ നീക്കവും വിതരണവും ഉണ്ടാകാതിരിക്കാനുള്ള ശ്രമങ്ങൾ നടക്കുന്നു എന്നും ഉറപ്പുവരുത്തുക.
XXII. രാഷ്ട്രീയ പരസ്യങ്ങളുടെയും പെയ്ഡ് വാർത്തകളുടെയും പ്രീ-സർട്ടിഫിക്കേഷനായി മീഡിയ സർട്ടിഫിക്കേഷൻ &മോണിറ്ററിംഗ് കമ്മിറ്റികൾ ശരിയായി പ്രവർത്തിക്കുന്നു എന്ന് ഉറപ്പാക്കുക
XXIII. വ്യാജവാർത്തകൾ/തെറ്റായ വിവരങ്ങൾ യഥാ സമയം തടയുക. ശുഭകരമായ വിവരങ്ങൾ കാലേക്കൂട്ടി പ്രചരിപ്പിക്കുക.

Commission holds Video-Conference with over 250 Observers of Phase 2, directs them to ensure smooth, free and fair polling
88 Parliamentary Constituencies in 12 states are scheduled for polling on 26th April, 2024 in which 89 General Observers, 53 Police Observers and 109 Expenditure Observers have been deployed. All have reported in constituencies before the last date of nomination i.e. 3rd April, 2024. Sh. Rajiv Kumar, Chief Election Commissioner accompanied with Sh. Gyanesh Kumar, Election Commissioner and Sh. Sukhbir Singh Sandhu, Election Commissioner asked all the observers to strictly ensure that polling stations contain all amenities for voters especially to combat heat, no inducements are offered close to voting of second phase, forces are optimally utilised and law and order is kept under strict watch
Central Observers were inter alia directed to ensure:
I. The preparedness for polling in all the constituencies well in advance and ensure the level playing field for all the stakeholders
II. candidates and political parties
To remain physically available within the Parliamentary Constituency they are allotted during the entire election process.
III. Wide publication of mobile/landline/email/place of stay and circulation amongst candidate and political parties so that they are available on the designated numbers/addresses on daily basis to general public/candidate and political parties,
IV. Randomization of deployment of forces in their presence
That Central Forces/State Police Forces are being utilized judiciously and maintaining neutrality and their deployment is not favouring any political party/candidate
VI. Randomization of EVMs/VVPATs and polling personnel in their presence
Smooth process of home voting for 85+ and PwDs and Postal Ballot for persons on election duty, essential duties and Service Voters
That the Electoral Rolls are supplied to the political parties and contesting candidates
IX. The Vulnerability Mapping has been fairly done by the district administration and transportation and communication plan prepared accordingly
Deployment of Micro Observers
XI. Commissioning of EVM/VVPAT before all candidates / their representatives
Oversee robust security arrangements at the EVM Strong Rooms and ensure presence of authorised agents of all candidates
All complaint redressal mechanisms are in place
That integrated Control Rooms have been set up in districts under overall charge of an officer authorised to take timely corrective action
100% distribution of voter information slips has been done in advance before the polling day
All the IT applications such as C-vigil, Voter Helpline App, Saksham App, ENCORE, Suvidha App etc, are being used by the election staff and they are properly trained to use these apps
The training of all the polling personnel including the counting staff, Micro Observers etc. are been/have been organized in orderly manner
Visiting the polling stations in the constituency and ensure that Assured Minimum Facilities are in place at all the polling stations
Setting up of Voter Assistance Booth at all the polling stations for convenience of voters, special facilitation for differently abled, physically challenged, women, elderly and leprosy affected voters etc
Facilities of drinking water, sheds/shamyanas for voters waiting in queue and proper sitting arrangements outside the polling stations during polling
That Flying Squads, Statistics Surveillance Teams, Video Viewing Teams, Border Check Posts, Nakas etc. are doing their work round the clock and the efforts are being made so that there is no movement and distribution of cash, liquor, freebees, drugs/narcotics
Proper working by Media Certification and Monitoring Committees for pre-certification of political advertisement and paid news
Timely curbing of fake news/mis-information, and pro-active dissemination of information to steer positive narrative.
